Duke University provost to step down in June

? Peter Lange, the longest-serving provost at Duke University, will step down in June from his role as chief academic officer.

He will return to the faculty, where he is a professor of political science, the university announced Wednesday.

Lange has served as provost since 1999, spanning the presidencies of both Nan Keohane and current Duke President Richard Brodhead.

?Peter Lange has made his mark on Duke University as have few others,? Brodhead said in Duke?s announcement. ?He has helped launch some of Duke?s most distinctive academic programs and has led the transformation of the student experience at Duke as well, with a strong commitment to access, diversity and excellence.?

In an interview Wednesday, Lange said it seemed a good time to step aside because his third five-year term will end in June. Ever the straight shooter, Lange said it had been ?almost always fun.?

?There?s a grind to the job sometimes that comes with the territory,? he said, ?but there?s been so much excitement, so much innovation, so much openness to doing new things.?

Lange guided the university through two strategic plans and a drive to create interdisciplinary institutes, which have become a signature for Duke. They include the Duke Global Health Institute, the Duke Social Science Research Institute, the Duke Nicholas Institute for Environmental Policy Solutions and the Duke Institute for Brain Sciences. Professors from different fields work together at these centers, and two-thirds of Duke faculty were hired during Lange?s tenure.

Online and global

He has been an architect of Duke?s move toward online education and globalization, including Duke Kunshan University, a campus in China that drew harsh opposition from some faculty at Duke.

Earlier this year, Duke faculty rejected a deal to offer for-credit courses through an online consortium known as 2U. The venture had been backed by the administration, including Lange, but faculty expressed concern about whether the idea was properly vetted and about whether Duke should grant academic credit to outside students.

The university has not rejected other online experiments. It does offer free, noncredit courses through Coursera, a company that has pioneered massive open online courses.

?Additional debate?

Lange said the recent faculty unrest was to be expected at a time of pressure and constrained resources for universities.

?Higher education more generally is undergoing a lot of stresses and change, and it?s somewhat emblematic of that,? he said. ?In that climate, you?re going to get some additional debate.?

Brodhead has named a committee to search for Lange?s successor.

The Rim Fire, which is burning in parts of Yosemite National Park, is now more than 192,000 acres in size. The morning update on the InciWeb site reports that the fire is 30 percent contained but that there was ?active fire behavior through the overnight hours. Night time fire intensities were increased compared to the previous two nights.?

Yosemite National Park staff published a time-lapse video of the fire, as seen from various vantage points within and around Yosemite, and the footage is amazing. It is hard to describe a wildfire to someone that has never seen one in person, but this video helps the public grasp the raw power of Mother Nature.

The 2DS is a neat package for a nice price. But can it rejuvenate Nintendo's ailing business?

When Nintendo unveiled the 2DS, a new lower-priced member of its celebrated line of DS mobile gaming consoles, fans met the news with characteristic excitement. But for market watchers, the 2DS seemed like a peculiar answer to a persistent problem. The Wii U hasn't been selling very well, Nintendo admits, and the marketplace for mobile gaming devices has steadily shrunk as the one for other mobile products has exploded. Whether or not fans want the 2DS, is it what Nintendo needs to set itself back on the right course again?

"I think the 2DS is brilliant," Michael Pachter, an analyst at Wedbush Securities told NBC News. Pachter is one Nintendo's most vocal critics ? he called the Wii U a "failure" and said Nintendo?CEO Satoru Iwata "sucks."?So it's surprising to hear him sound such a positive note.

Yet Pachter insists that Nintendo can't really go wrong with the 2DS, chopping 3DS bells and whistles ? the stereoscopic 3-D effects and a bendable hinge for its two-screen display ?? giving it a more affordable price ($129 vs. $169) in the process.

"It's going to lift sales," he said. "It just is!"

Other analysts like Piers Harding-Rolls of IHS Electronics and Media and Lewis Ward of IDC's gaming division, agree. Both told NBC News that Nintendo is essentially going down market to snag a new group of customers ? prospective buyers, mostly young children or their parents turned off either by the price of the 3DS or the scary-sounding labels that warn about its potential to cause seizures. In the process Nintendo can then up-sell the 3DS as a "premium" counterpart to the new device, thus hitting the mobile gaming market with a sort of one-two punch.

"The 2DS launch removes the pricing pressure on the higher-end 3DS and gives the company a path to up-sell from 2DS to 3DS, with both the hinged form factor and 3D as a selling point," Harding-Rolls of IHS told NBC News.

This is how Nintendo itself sees the new product. The new console is "designed specifically for consumers looking for an entry point into or a new way to enjoy the Nintendo hand-held experience." Scott Moffitt, Nintendo of America?s executive vice president of sales and marketing, told NBC News. He added that the launch of the 2DS does not mean the company had any plans to phase out the 3DS or spend any less time focused on that device as well.? "Content will be shared between both systems" Moffitt said, and that the 3DS is "very popular in the market, and we expect that will continue."

But Melissa Otto, an analyst at TIAA-CREFF, isn't convinced that a new DS will do Nintendo any favors.

"The DS was a huge success in the past," Otto told NBC News. "But we have a whole new group of products now ? tablets and smartphones. We didn't have those five or six years ago!"

Now, Otto said, parents are no longer choosing between Nintendo or Sony when it comes to buying their children a portable entertainment device, but choosing between "tablet and console," or "smartphone and gaming device." And at the end of the day, a console "is not as multidimensional a product." It may cost less than a smartphone with a data plan, but it also gives its owners "less bang for their buck."

Other analysts didn't deny that smartphones and tablets have eaten away at the market for mobile gaming consoles, but questioned how profound the immediate impact of these devices would be on Nintendo's business.

Still, even Pachter said that the market for smartphones and tablets is now "10 times as large" as the one for mobile gaming consoles, describing Nintendo as "a victim of technological advances" that mean the latter is no longer a 30-million-sales-a-year market. The 3DS may be selling well ? reaching 32.48 million units sold as of July 2013, according to Nintendo, and remaining the best-selling console for three months this summer in the U.S., according to NPD data. But that's nothing compared to the 153.93 million units the original DS has sold.

For Otto, that's the whole problem. "Hardware doesn't make Nintendo money," Otto said. "What makes them money is their content, their software."

But the company still won't separate the two by putting any of its franchises on massive platforms like the iOS app store or Android's Google Play. And as far as Nintendo is concerned, it's never going to.

"I think it?s plain to see that Nintendo hand-helds offer a more complete gaming experience, with richer controls and more immersive gaming worlds," Scott Moffitt of Nintendo said. "One of the reasons that people have such a fondness for Nintendo franchises and characters is that their games are paired so well to Nintendo?s hardware. Nintendo?s IP works best on Nintendo systems, and that?s where it will remain."

New Zealand wants answers on milk 'botulism botch-up'

New Zealand demanded answers on Thursday about how a false test reading triggered a botulism scare for diary giant Fonterra that forced global product recalls, describing the episode as a costly embarrassment.

Officials sounded the alarm earlier this month after tests showed batches of whey power produced by Fonterra were contaminated with the potentially fatal bug clostridium botulinum.

Infant formula was pulled off shelves from China to Saudi Arabia as New Zealand's reputation for producing the gold-standard foodstuffs that command top prices in Asia took a battering.

But it was revealed on Wednesday that subsequent tests had proved the contaminant was in fact a non-toxic bacterium called clostridium sporogenes and there had never been any danger to consumers.

"The whole thing's been an embarrassment to New Zealand," Trade Minister Tim Groser told Radio New Zealand, as the opposition accused his government of overseeing a "botulism botch-up".

"I've never tried to conceal the fact that it was going to cost us -- the question was always 'how long, how much?'"

With New Zealand reliant on the dairy industry for 25 percent of its exports and the prospect of compensation lawsuits from affected companies looming, Groser said it was important to prevent such mistakes occurring again.

"The consequences of this particular false positive have been very grave and we want answers as to why on earth this happened," Groser said.

Fonterra said on Wednesday the initial test that incorrectly detected botulism and sparked the crisis was done by AgResearch, a government agency.

The Ministry for Primary Industries said it was too early to draw any conclusions about the quality of AgResearch's laboratory testing but the issue was being investigated.

"We are fully focused on getting to the bottom of this and actually providing the sort of clarity that consumers and overseas markets require," acting director-general Scott Gallacher told TV3.

The opposition Labour Party said the false alarm occurred because the government had failed to ensure New Zealand's food testing and monitoring labs were world-class.

"This fiasco continues to be a disaster for our clean, green brand. The inability of the ministry's systems means our reputation is always at risk," said Labour primary industries spokesman Damien O'Connor.

"While New Zealand was right to take an immediately precautionary approach, our international competitors will be laughing all the way to the bank."

Infant formula maker Nutricia, which recalled its Karicare brand product because it used Fonterra whey powder, said the belated all-clear vindicated its own testing regime, which had never shown any sign of botulism.

Managing director Corine Tap said the scare had been an "awful time" for both the company and parents who used the product, refusing to rule out legal action to seek compensation over the recall.

"We are considering our legal position," she told reporters, adding that she did not have figures on how much the recall had cost the company.

Fonterra is sensitive to contamination issues after a 2008 scandal in which six children died when a Chinese company it part-owned illegally laced milk with the chemical melamine. It has adopted a similar stance on the possibility of legal action.

Prime Minister John Key said everyone involved should wait until investigations into the false alarm were completed before laying blame.

"Rather than have lawyers at 10 paces, we should let the inquiries do their job," he told reporters.

Notable nuggets on the upcoming weekend action that could swing your fantasy baseball matchup:

? Chris Capuano has struggled in August, but all an owner needs in a stream option is a good matchup. Capuano has exactly that on Saturday, as he'll take the bump in San Diego. The last time he faced the Padres back in June, he tossed five shutout innings, allowing four hits and striking out five. Of all the realistic stream options on Saturday, Capuano is my favorite.

? At the end of a dreadful 2012 season for the Cubs, Chris Rusin was rocked over a 29.2-inning sample, allowing 21 earned runs and four homers. When the Cubs called him up after trading Matt Garza, it's safe to say his promotion didn't exactly register with fantasy players. While he's not going to rack up the strikeouts, he has thrown the ball well, posting a 2.64 ERA in 44.1 innings. His FIP is up at 3.83 so he has been a bit fortunate, but he has a good matchup this weekend, taking the ball Saturday against the Phillies. Feel free to kick the tires on him this weekend.

? If you're in need of strikeouts this weekend, allow me to offer up Milwaukee's Marco Estrada. He has 83 strikeouts in 93.1 innings and draws the Angels on Saturday, a team featuring two big swing-and-miss guys in Josh Hamilton and Mark Trumbo. It's not often you'll be able to just scoop a guy off the scrap heap who has a career 8.76 K/9 in more than 350 innings. Estrada is out there and ready to help this weekend.

California gives consumers detailed rates under healthcare overhaul

Californians can now see specific rates from competing health plans on a new state-run insurance market set to open Oct. 1.

Covered California, the new state marketplace, launched an online feature Thursday enabling consumers to get detailed price comparisons for their area for the first time.

Previously, the state's online calculator gave general estimates of statewide premiums without any comparison of different plans and prices.

Starting in January, health insurance premiums will be based on a person's age and location. Separately, federal subsidies are available to help pay premiums based on household income and size under the Affordable Care Act.

Officials cited the following example Thursday for a family of four in the Boyle Heights area of Los Angeles, ZIP Code 90023.

The parents, 40 and 38, have two children and a household income of $65,000 annually.

Insurers on the state exchange will sell four different levels of coverage labeled as Bronze, Silver, Gold and Platinum.

Bronze is the lowest-cost option because it offers the least amount of insurance coverage toward a person's medical bills. Coverage increases from there up to the most-expensive Platinum plans.

In the state's example, the website recommended Bronze and Silver plans as the most affordable options for the family of four.

The family also qualified for a monthly subsidy of $300 a month based on their income.

Taking that into account, the family's monthly premiums for a Bronze plan ranged from $284 with L.A. Care Health Plan to $374 a month with Anthem Blue Cross.

The price for a Silver plan ranged from $425 a month with Health Net Inc., to $477 with Anthem Blue Cross, to $495 a month with L.A. Care.

Officials acknowledged that some cash-strapped consumers may bristle at those rates.

"We haven't made healthcare free," said Peter Lee, executive director of Covered California, at a recent town hall meeting. "We feel good about having a wide range of affordable products. Job 1 is affordability."

These new health plans also include limits on what an individual or family would pay out of their own pocket for medical care. In the earlier example, the family wouldn't pay more than $12,700 annually out of pocket.

For the enhanced Silver plans, the family maximum is $10,400 a year.

Individuals earning less than $46,000 a year and families below $94,000 annually may qualify for subsidies. In California, individuals earning less than $16,000 can get coverage through an expansion of Medi-Cal, the state's Medicaid program for the poor.

2013 NFL Preseason Predictions: NFC South (Trifone)

Here are my 2013 preseason predictions for the NFC South:

1. Atlanta Falcons (schedule): 10-6

I wasn?t a big fan of the Falcons last year. I found them unimpressive in many of their victories, and I didn?t see them being deserving of the credit that they were receiving.

Many thought they were on the same level as the best teams like the 49ers, Seahawks, or Broncos. I know they beat the Broncos, but that was in Week 2, only Peyton Manning?s second game back from missing the entire season with a neck injury, and it was at home. I also know they beat the Seahawks in the playoffs, but if you watched the game, it was clear who the better team was. Seattle was awful in the first half, but Atlanta did everything they could to let them back in the game, losing a 20-0 first-half lead, and getting outscored 21-3 in the fourth quarter.

Still, I think the Falcons have a chance to get on the level with the handful of teams with Super Bowl hopes. The addition of Steven Jackson is a good one, and until they give me reason to doubt them again this year, I?ll call the Falcons a contender going into the season.

2. Carolina Panthers (schedule): 10-6

The Panthers were the opposite of the Falcons last year. The Falcons won nearly every close game, while the Panthers lost them. Some might see that as the good teams knowing how to find a way to win, and to some degree that might be true. But it?s not true when it happens every game. The best of the best teams should not be eking out game after game.

Although their records didn?t indicate it, the gap between the Panthers and Falcons was not that wide. Carolina won five out of their last six games to finish the season, after losing heart-breakers to the Falcons by two, Seahawks by four, Cowboys by five, Bears by one, and Bucs by six in OT.

I think Cam Newton is going to get better this year, and the Panthers are going to be a team no one wants to play come January.

3. New Orleans Saints (schedule): 8-8

The Saints finished 7-9 last year, but will get their coach back this year, and are no longer facing the distractions they faced last year.

Drew Brees is clearly one of the best in the business, and I think the Saints can get off to a great start, with a relatively weak schedule early on. However, the back half of the year has them facing Dallas, San Francisco, @ Atlanta, @ Seattle, @ St. Louis, and Carolina twice.

New Orleans had the best passing offense in the league last year, but was 25th rushing the ball, and was ranked 31st and 32nd respectively against the pass and the run.

Brees may or may not throw for another 5,000 yards this season, but it didn?t help his team reach the playoffs or the .500 mark last year.

4. Tampa Bay Buccaneers (schedule): 8-8

The Bucs are another team that I could see on the rise.

Syrian coalition urges strike on Assad, military support

PARIS (Reuters) - The opposition Syrian National Coalition urged Western powers to launch a punitive strike against Bashar al-Assad's government quickly and offer real military and political support to stop people being "exterminated".

President Barack Obama has made a case for a limited military strike against Syria in response to last week's alleged chemical weapons attack, but any action could be slowed by the presence of U.N. weapons inspectors near Damascus and the need to ease divisions in Britain and among U.S. lawmakers.

Syrian National Coalition president Ahmad Jarba told the French daily Le Parisien in an interview published on Thursday he hoped to see a strike and support for the Syrian Free Army.

He said Assad should be tried in the International Criminal Court in the Hague.

"Assad's regime has complete support from Russia, Hezbollah and Iran. We have nothing. Our allies have given us none of what we have asked for. We need real support," Jarba said.

"If Western states, which profess democratic and humanist values, stay quiet, Assad will deduce that there is no obstacle to him carrying out crimes. Our people risk being exterminated."

France has said it is ready to punish those behind the chemical attack, but Britain changed its stance on Wednesday, saying the United Nations Security Council should first see the weapons inspectors' findings and that the British parliament would hold two votes before any military action is taken.

A French warship, the Chevalier Paul, left its dock at the Mediterranean port of Toulon this week, shipping authorities told Reuters on Thursday, though they declined to confirm a media report that the frigate was headed to Syria.

Military sources said France's Charles de Gaulle aircraft carrier was still docked in Toulon as of Thursday.

Jarba urged the allies to make a decision.

"If there is intervention, the regime will not survive for long. What's essential is to take a courageous decision," Jarba said. "We need our friends. They should not stop at just words."

How The Syrian Electronic Army Hacked Twitter, Huffington Post, And The New York Times Yesterday

The Syrian Electronic Army, a pro-Assad hacking group, successfully compromised some large media sites yesterday?by attacking Twitter, The New York Times, and Huffington Post UK.

It was able to do this by interfering with these sites' domain name systems (DNS), altering high-level details about how people access these web pages.

It began in Australia at a company called Melbourne IT, which handles the New York Times' Web hosting. The SEA used phishing tactics (which usually means tricking someone to type in a password and capturing it as it's typed) in order to break in.

Once inside, the hackers knocked the Times offline by reassigning its DNS information. DNS is best understood as the phone book of the Internet ? when you type ?"newyorktimes.com" into your URL bar and press enter, DNS turns this into a query of the server at the appropriate IP address. It's much easier to remember "New York Times" than it is to remember "170.149.168.130," for example.

By severing the NYT's connection to DNS, the only way anyone could actually access the site was by typing in the IP address, and this is just not information people care to remember. Since everyone types out the DNS-enabled URL ? newyorktimes.com ? and because the hackers had total control of the DNS settings, they were able to reroute anyone attempting to access the site to a different web page of their own choosing.

In fact, some people who tried to access the Times' site yesterday were redirected to this image instead:

Twitter was compromised as well, though it remained online and operational while the "viewing of images and photos was sporadically impacted." Again, the source of the trouble was the Syrian Electronic Army fiddling with DNS. Although repairs have begun to normalize everything, image problems still persist across Twitter for some users, with the occasional blank user avatar and the blank picture attached to tweets.

If this is the first time you've heard of the SEA, it isn't some brand-new organization. The group's been active since 2011 and hasn't been afraid to cause all kinds of big-time trouble since then. This is just the group's most recent display of its capabilities.

Microsoft on Tuesday began sending a revamped version of Windows to makers of computers, smartphones or tablets powered by the software.

?We?ve hit an important milestone for Microsoft,? Windows team executive Antoine Leblond said in a blog post.

?In many ways, this marks a new day for Microsoft, reflecting a number of rapid-release firsts.?

Developers of applications tailored to run on Windows devices were irked, however, to find out that they will not get their hands on the finished version of Windows 8.1 until it hits the market in October.

In the past, developers had early access to new versions of Windows to allow time to make sure their applications work with the software.

?Seriously, has Microsoft fallen off its rocker?? a developer asked rhetorically in a chat forum below Leblond?s blog post.

?This decision is yet another that leaves me questioning the judgment of Microsoft?s current management.?

Microsoft in June provided developers with a preview version of the ?re-blended? Windows 8 operating system released late last year.

Windows 8.1 incorporated feedback from users and developers, and came with the promise that the US software giant was speeding up its release cycle to adapt to the dizzying pace of innovation in consumer technology.

?Windows 8.1 is a significant update,? Leblond said.

?As we consider the code we just handed off, and the new intuitive and fluid computing experience it provides ? anytime, anywhere, across all devices ? we?re confident we made the right bet.?

Windows 8.1 remains true to the vision of an operating system tuned for touch-screen controls and multi-gadget lifestyles increasingly revolving around tablets and smartphones, according to Microsoft.

Microsoft is under pressure to adapt to a huge shift in how people engage with computers.

Smartphones and tablets have vanquished the days when people devoted the bulk of computer time to Windows-powered desktop or laptop machines.

The overhauled Windows 8 operating system released in November was designed to power the array Internet-linked devices.

Better adapting to the shifting Internet landscape is believed to be among the reasons behind the unexpected announcement last week that Microsoft chief executive Steve Ballmer will retire within 12 months.

?There is never a perfect time for this type of transition, but now is the right time,? Ballmer said Friday in a written release.

?My original thoughts on timing would have had my retirement happen in the middle of our company?s transformation to a devices and services company. We need a CEO who will be here longer term for this new direction.?

Ballmer took over as CEO in 2000 from co-founder Bill Gates, a classmate and friend from their days at Harvard University in the 1970s.

While its Windows software is used on the vast majority of personal computers, Microsoft has had little impact in the fast-growing segments of tablets and smartphones.

Where Was Rabbi Heschel at March on Washington?

Civil Rights Icon: Rabbi Abraham Joshua Heschel was often seen at the side of Dr. Martin Luther King Jr., as in this photo taken during the 1965 Selma-to-Montgomery protest march.

When the Forward decided to run a feature commemorating the 50th Anniversary of the March on Washington for Jobs and Freedom and the Jewish influence on the seminal civil rights event, the first name discussed was that of Abraham Joshua Heschel, a close friend of Martin Luther King.

Was he there? What role did he play?

Heschel passed away in 1972, after devoting much of his life to Jewish causes and the civil rights movement, but his daughter Susannah Heschel has carried on his legacy through her own work as a Jewish studies professor at Dartmouth.

When I called her earlier this summer to discuss memories of her father?s participation in the march, she was a bit at a loss ? in her recollection, he was not invited to the March on Washington.

Susannah Heschel said her father met Dr. Martin Luther King, Jr., for the first time in the January of 1963 at the National Conference on Religion and Race in Chicago.

?I remember quite vividly when my father went to Chicago where he met (King) for the first time,? she said. ?I was home with my mother and anxious to hear about it. In those days, making a long-distance phone call was expensive and not so easy so we waited for him to come back to talk about it. It felt momentous in my life. This was a great moment in our family.?

Later that November, Heschel helped bring Dr. King to the United Synagogue of America?s Golden Jubilee Convention at the Concord hotel in the Catskills. Two years later, when King and Heschel marched together in Selma, Susannah Heschel said she was frightened for her father.

?I felt terrified of my father going because we knew what had just happened when the march had just tried to take place weeks before,? she said. ?My father?s health was always fragile. I didn?t know if he could withstand the march. If somebody tried to hit him, I think he would?ve just collapsed. But at same time, because the way my father talked about the civil rights movement, it felt to me like he was doing the most important thing a human being could be doing at that moment.?

Looking back, Susannah Heschel said her family always appreciated the friendship they developed with King and his kin. ?My father knew a lot of people. A lot of people thought they were his close friends and disciples. I would say it was often clear to me that certain people really loved my father. I could tell right away when he died how people responded to his death and after, how they spoke to me and my mother. Mrs. King, especially Yolonda King, their whole family loved my father. It was genuine. It was a friendship in the closest way.?

While Heschel may not have been in Washington in person on this day 50 years ago, his influence on the civil rights movement is not forgotten, nor are the contributions of other Jewish groups and leaders, such as the Jewish Labor Committee, who spurred labor support for the march, and Seymour Posner, King?s public relations director, and countless other individuals.

Markets rebound as Syria jitters ease

LONDON (AP) -- Indications that a U.S.-led military intervention in Syria may not be happening imminently allowed investors to regroup Thursday, helping to shore up stock markets. Commodities, such as oil and gold, drifted lower after racing ahead in the first half of the week as worries over an attack escalated.

However, the prospect of an immediate multinational response appears to have diminished, with President Barack Obama giving the impression Wednesday that he had not yet decided to back a military strike.

The U.K. government also backed down on a parliamentary vote to authorize British participation in any strike against Syria until UN inspectors reveal their findings on the apparent chemical attack in the suburbs of Damascus that has been blamed on the government of President Bashar Assad. The report is expected within a week.

"What seems like a delay in U.S. and allied military action in Syria is providing temporary relief for the equity markets that endured weakness earlier in the week," said Neil MacKinnon, global macro strategist at VTB Capital.

In Europe, the FTSE 100 index of leading British shares was up 0.5 percent at 6,465 while Germany's DAX was steady at 8,159. The CAC-40 in France was 0.2 percent higher at 3,966.

In the U.S., the Dow Jones industrial average was up 0.1 percent at 14,833 while the broader S&P 500 index rose the same rate to 1,636.

An upward revision to second-quarter U.S. economic growth to an annualized rate of 2.5 percent from the previous estimate of 1.7 percent had little impact on trading as it was largely due to an improvement in the country's trade balance ? there were more exports relative to imports than previously thought.

Up until this week, the main focus of attention through the summer months has been whether the Federal Reserve will start to reduce its monetary stimulus as soon as next months. A run of largely solid economic figures had raised the likelihood of that happening but recently the data have been a little bit more mixed.

The Fed is currently buying $85 billion worth of financial assets a month in an attempt to lower borrowing rates and shore up the U.S. economy.

The money has been one of the reasons why stock markets around the world have recovered over the past few years following the global financial crisis so the prospect of a reduction in the stimulus, or so-called tapering, has been met with concern by a number of investors even though it would indicate economic conditions getting back to normal.

"As investors weigh the near-term risk posed by potential military intervention in Syria and the uncertainty surrounding the timing and magnitude of the Fed's next move, the potential for volatility to re-emerge in the capital markets also appears to be on the rise," said Jim Baird, chief investment officer at Plante Moran Financial Advisors.

Earlier in Asia, Japan's Nikkei 225 index rose 0.9 percent to close at 13,459.71 while South Korea's Kospi advanced 1.2 percent to 1,907.54. Hong Kong's Hang Seng rose 0.7 percent to 21,704.78 and Australia's S&P/ASX 200 gained 0.1 percent to 5,092.40.

Elsewhere, there was a reverse of the trends that had dominated much of the week, particularly in commodity markets. The price of benchmark oil was down 72 cents at $109.39 a barrel, On Wednesday, the contract closed at $110.10 a barrel, its highest finish since May 3, 2011.

Gold prices were also a tad softer ? down 0.6 percent at $1,410 an ounce ? after racing up to three-month highs on the back of worries over Syria. Gold often garners support through its status as a safe investment at a time of geopolitical uncertainty.

In the currency markets, the euro was down 0.7 percent at $1.3246 while the dollar rose 0.5 percent to 98.24 yen.

Small Tornado Touches Down in Livingston County

The National Weather Service says it's confirmed the touchdown of a small tornado in southeastern Michigan.
The weather service says the twister landed in Livingston County about 12:50 a.m. Wednesday and traveled about 2.8 miles on the ground. It says the tornado uprooted numerous trees and caused damage to the siding of some houses.
The weather service says the funnel cloud touched down in Genoa Township and followed a southeastern path into Hamburg Township. The area is about 40 miles west of Detroit.
The weather service rates the tornado as an F0, its lowest classification. That means its speed was less than 73 miles per hour.
The tornado came during a wave of thunderstorms that dropped as much as 4.6 inches in parts of Michigan's Lower Peninsula.

New scam making the rounds on Facebook

Facebook is great for connecting with old friends and making new ones, but guess what? Scam artists love it too.

Nina Moody learned that lesson the hard way, when she received a message on the website from a close friend?s account telling her she could claim $100,000 from the U.S. Government.

?Are you ready to claim your money?? the message read.

She chatted with her ?friend? and asked how she could access the money.?The ?friend? told Nina she had to wire $1,000 to cover the taxes.

Moody consulted her grandsons and they quickly discovered Moody was actually chatting with a scammer that had stolen her close friend?s name and profile photo.

The problem is becoming more common on Facebook. Scammers know you?re more likely to send money to someone you know, so they?re creating fake accounts and stealing profile photos to successfully scam Facebook users.

To avoid a being victimized, if a friend messages you on Facebook about money, it?s always a good idea to call them and confirm everything you discussed on Facebook.

The proposed $57 million Fox Motors project got off to a promising start. The city Plan Commission unanimously approved it in June. Chicago Ald. Scott Waguespack had done extensive groundwork for the development, which would create dozens of temporary and permanent jobs in his 32nd Ward, contribute millions of dollars in tax revenue to City Hall and replace an obsolete building with an attractive new showcase. Then Waguespack and the Fox folks ran into an unexpected roadblock.

Contrary to the usual practices of the City Council, another alderman held up the project. Daniel Solis of the Southwest Side's 25th Ward says he wanted to send a message that Ford Motor Co. needs to do more to recruit car dealers of Hispanic heritage. Solis was using his power as chair of the council's Zoning Committee to block the 32nd Ward project.

Turns out that Solis' political organization had received at least $6,800 in contributions from a Chicago-area Hispanic businessman who, Solis knew, wanted to get into the car business. The donor, Jose Diaz, also had contributed smaller amounts to other members of the council's Hispanic Caucus.

On Wednesday, Solis' committee is scheduled to reconsider the dealership's application. This time, the project appears likely to be approved.

What changed? Nothing to do with zoning:

?Mayor Rahm Emanuel heard about Fox Motors' travails in late July and stepped in to break the impasse. A story by Crain's Chicago Business columnist Greg Hinz about the politically imposed delay attracted public attention, including the scorn of Illinois Chamber President Whitley.

?Fox negotiated an extension of its Aug. 1 deadline to go forward with the development at 2501 N. Elston Ave. It also hired the law firm of Gery Chico, a Hispanic politician with City Council connections, to address the concerns of aldermen about the planned development and Ford's commitment to minorities.

?The giant automaker reached out to Diaz, the Hispanic Caucus' donor. Ford says it has invited Diaz to apply for a program that provides up to $750,000 in matching financing and introduced him to dealers who might be interested in selling out to him if he can raise the necessary capital. Diaz declined to comment.

So the stage is set for a happy ending, Chicago-style.

Did Solis block the Ford dealership to benefit his donor? "That's not what happened at all," Solis tells us. "I'm not advocating for any particular individual to get a dealership. Our concern was Ford and its lack of (minority) representation."

Ford and the nation's other major car companies have struggled to expand their network of minority-owned dealerships. At the end of 2012, only 5.1 percent of 3,286 U.S. Ford dealerships were owned by minorities, down from 5.2 percent the previous year. The major automakers cut back on dealerships during the Great Recession, shutting down weak operations. They've focused on strengthening existing dealerships rather than starting new ones. The Michigan-based Fox Ford bought a defunct dealership at 2401 S. Michigan Ave., where it plans to operate until it moves to the new North Side location.

Solis and other aldermen raise a good point, but it isn't the point in this saga: Investors seeking to spend $57 million to create trade and jobs and tax revenue in Chicago have nothing to do with Ford's national policies for minority engagement.

Blocking the deal sent a message all right, but not the one Solis says he intended. Instead, Solis and his colleagues on the Hispanic Caucus have reinforced the prevailing view that Chicago's elected officials put their political interests above the economic welfare of this city. They sent the message that if you want to do business in Chicago, you'll do it their way or no way.

Businesspeople who want to bring jobs to Chicago despite its history of public corruption should be welcomed, not thwarted.

It's past time for the City Council to get out of the way and encourage this deal.

Doctors Live Stream Operation with Google Glass

It seems that novel uses of Google Glass pop up every day, but that's to be expected for such a revolutionary device. Even with only a few thousand Glass units in the wild, people are doing all sorts of things that Google didn't even think of when it came up with the idea.

For example, Glass has been used to live stream an operation to an audience. Since Google Glass can easily be used for a Hangout, this wasn't an issue to set up.

In this case, Glass was simply an educational tool and operations are regularly recorded and even live streamed for medical students, researchers and so on.

But it's obvious that Glass could be useful to doctors in more ways, for example, making it easy for them to access a patient's records, an X-ray scan, or lookup information, while keeping their hands free.

With tens of thousands of slightly damp, yet hopeful people looking on, President Barack Obama stood where Martin Luther King Jr. had on the Lincoln Memorial fifty years ago to mark the anniversary of the March on Washington.

Obama began his speech by quoting the Declaration of Independence.

In 1963, almost 200 years after those words were set to paper, a full century after a great war was fought and emancipation proclaimed, that promise, those truths remained unmet. And so they came by the thousands, from every corner of our country -- men and women, young and old, blacks who longed for freedom and whites who could no longer accept freedom for themselves while witnessing the subjugation of others. Across the land, congregations sent them off with food and with prayer. In the middle of the night, entire blocks of Harlem came out to wish them well.

With the few dollars they scrimped from their labor, some bought tickets and boarded buses, even if they couldn't always sit where they wanted to sit. Those with less money hitchhiked, or walked. They were seamstresses, and steelworkers, and students, and teachers, maids and pullman porters. They shared simple meals and bunked together on floors.

And then, on a hot summer day, they assembled here, in our nation's capital, under the shadow of the great emancipator, to offer testimony of injustice, to petition their government for redress and to awaken America's long-slumbering conscience.

We rightly and best remember Dr. King's soaring oratory that day, how he gave mighty voice to the quiet hopes of millions, how he offered a salvation path for oppressed and oppressors alike. His words belong to the ages, possessing a power and prophecy unmatched in our time.

But we would do well to recall that day itself also belonged to those ordinary people whose names never appeared in the history books, never got on TV.

The president also mentioned Anacostia, the Ward 8 neighborhood, in his speech.

And with that courage, we can stand together for good jobs and just wages. With that courage, we can stand together for the right to health care in the richest nation on earth for every person. With that courage, we can stand together for the right of every child, from the corners of Anacostia to the hills of Appalachia, to get an education that stirs the mind and captures the spirit and prepares them for the world that awaits them. (Applause.) With that courage, we can feed the hungry and house the homeless and transform bleak wastelands of poverty into fields of commerce and promise.

Former President Bill Clinton said, "The choice remains as it was on that distant summer day 50 years ago: cooperate and thrive or fight with each other and fall behind."

Former President Jimmy Carter used the refrain "I think we know how Dr. King would have reacted" to describe unfair many situations, including the lack of voting rights for residents of D.C.

This pleased many D.C. politicians.

Rep. John Lewis, the only surviving speaker from the original March, said the country still has "a great distance to go."

Media mogul Oprah Winfrey told the crowd, "As we, the people, continue to honor the dream of a man and a movement, we can be inspired, and we too can be courageous by continuing to walk in the footsteps in the path that he forged."
